According to a story from the Associated Press, the ICE officer who executed Johan Sebastián Durán Guerrero in broad daylight in Biddeford, Maine this past Monday had a history of mental illness and violent behavior going back to childhood.
The story identifies the ICE officer as David Brouillette. Long attracted to law enforcement and the military, Brouillette enlisted in the U.S. military about 20 years ago. Initially rejected because of his mental health history, recruiters encouraged him to stop taking his medications and reapply which is what he did. Eventually, Brouillette would be deployed to Afghanistan in 2012 and spent 9 months there.
As one of his relatives put it, "Afghanistan destroyed him - trained him to be a killing monster, a machine. They took someone who was extremely mentally ill and turned him into a killing machine." This would only get worse once he joined ICE:
In late 2025, around the time he joined ICE, he ex-wife Ashley said he left a three-minute voicemail mocking her for taking out a restraining order against him. According to the message she shared with AP, he repeatedly called her "disgusting" and suggested that she and the other women and girls in her "bloodline" should die.
"And all of you should have your f------g throats cut," the voicemail said. "Yeah, you should. Am I threatening that I'm gonna do that? Nope. Nope. But do I think that you should have your f-----g throats cut? Or should have had them cut?" Yep."
In view of these facts, it was only a matter of time before Brouillette was going to kill someone. To be sure, Brouillette's violent tendencies were refined by the U.S. military. But these are qualities which ICE seeks and encourages.
And so long as the Trump Administration or a succeeding administration which shares it mission, Brouillette will not answer for his actions never mind the ICE officers responsible for killing Renee Good, Alex Pretti and Lorenzo Salgado Arajuo. Indeed, there will be plenty more David Brouillettes. Which means there will be plenty more Johan Sebastián Durán Guerreros to follow.
